Performance Based Contracts: Concepts and Financial Assessment

Abstract:

The lecture will introduce the basic concepts and applications of performance based contracts to infrastructure projects (e.g., roads, waterways). It will discuss the need to carry out PBC financial assessments and will present a recently developed model to carry out such assessments. Topics to be covered include:

  • Performance-based Contracts (PBC) concept, classification, comparisons  
  • Contractor’s and Employer’s responsibilities  
  • Performance measures to define service level   
  • World Bank Standard Procurement Document for Output- and Performance-Based Road Contract (OPBRC)
  • Risk sharing between the public and private sectors
  • A model for PBC financial assessment
  • An interactive demonstration of the model

The lecture will be especially interesting for scholars and students interested in Public-Private Partnerships, Built Environment and Infrastructure Project Financing.

Bio:

Cesar Queiroz, Ph.D., P.E., Member ASCE, Member TRB, former World Bank Highways Adviser, has been a consultant on roads and transport infrastructure with the World Bank, Inter-American Development Bank, European Investment Bank, and several other public and private entities, since 2006.

Between 1986 and 2006, he held several positions with the World Bank, including Lead Highway Engineer, Principal Highway Engineer, and Highways Adviser. Prior to joining the WB, Cesar was the deputy director of the Brazilian Road Research Institute in Rio de Janeiro, Brazil. He holds a Ph.D. in civil engineering from the University of Texas, USA, a M.Sc. in production engineering from the Federal University of Rio de Janeiro, and a B.Sc. in civil engineering from the Federal University of Juiz de Fora, Brazil. 

His recent work has focused on public-private partnerships in infrastructure, performance-based contracts, and road financing, economics and management. He has published extensively in these subjects.

Cesar has served on Ph.D. examination committees at the Federal University of Rio de Janeiro and University of Sao Paulo in Brazil, University of Minho (Portugal), George Washington University (USA), University of Waterloo (Canada), University of Pretoria (S. Africa), University of Valencia (Spain), University of Botswana (Botswana), University of Belgrade (Serbia), and Aalto University in Finland.

Dr. Queiroz acts as an opponent of Mr Konsta Sirvio’s PhD thesis “Advances in predictive maintenance planning of roads by empirical models” on Monday Oct 2, 2017 at 12 noon,  lecture hall H304 (“Hallituksen istuntosali"), Otakaari 1, Espoo.
